Union Cabinet approved a 1% hike in dearness allowance (DA) From July 17

New Delhi: The Union Cabinet on Tuesday approved a 1% hike in dearness allowance (DA) and dearness relief (DR) to 5%, benefiting 48.85 central government employees and 55.51 lakh pensioners.




“The Union Cabinet chaired by Prime Minister Narendra Modi has approved release of an additional installment of dearness allowance to central government employees and dearness relief to pensioner with effect from July 1, 2017,” an official statement said.

The DA/DR has been hiked by 1 percent over the existing rate of 4 percent of the basic pay/pension to compensate for price rise and it is in accordance with the accepted formula based on the recommendation of 7th pay commission, the statement said.

The combined impact on the exchequer on account of both DA and DR would be Rs 3,068.26 crore per annum and Rs 2,045.50 crore in the financial year 2017-18 (for a period of 8 months from July 2017 to February 2018).


The hike in the DA hike is as per the agreed methodology of taking average of Consumer Price Index-Industrial Workers for the past 12 months.

ARMY NEWS : - Can't Be Given Lathis, Otherwise Do Not Use It'. Army must be allowed to fire straight: Defence minister







Pune : If the civil administration decides to use the army “for protection and killing an insurgency network“, the army should be allowed to control it by “firing straight“, defence minister Manohar Parrikar said here on Saturday. “I don't want to train the army to use lathis,“ he added.
The issue has come to the fore because of a recent judgment about the Northeast, he said, referring to the Supreme Court lashing out over the long deployment of the armed forces and the imposition of the Armed Forces Special Powers Act (AFSPA), which seeks to grants army personnel legal immunity for their actions, in Manipur.
“We can't lose people. So, wherever the army is used, the powers will have to be there, otherwise don't use the army. In fact, I will be very happy if we don't use the army anywhere in the country, other than disaster mana gement,“ he said.
Earlier in the day, asked by reporters to comment on the Kashmir situation, Parrikar, who was inaugurating a new building for the office of the principal director of defence estates, said the question should be directed at the home minister as the defence ministry is not direct ly involved in maintaining law and order in the state.
Referring to videos on social media showing Indian army men purportedly indulging in brutality, Parrikar said these were morphed and asserted that the Indian Army is not a brutal force.“We don't kill for the sake of it. Kabhi kabhi galti hota hai (sometimes mistakes do happen). Indian army is capable of killing, but it is not a brutal army. This is a hallmark. I have not seen Indian soldiers doing something cruel.Army has a high morality standard... It has capability, training and it is one of the best forces in the world“, he said. India does believe in going and occupying another country, “but that does not mean that we should allow people to come and attack us“, Parrikar said later at a book release function. “I am saying this purposely, though sometimes, some aspects are wrongly understood. I will fight for human rights... yes. I will fight for environment... but before Prakash Javadekar came, the environment department was blocking most of our roads going into the Northeast and the borders.
They were saying you have to cut so many trees, you may endanger such and such species. I had to ask once if someone at tacks us, will he be bothered about all this? We have to understand what is the importance of national security.“
Taking a dig at actor Aamir Khan without naming him, the minister said: “One actor made a mistake of saying that my wife fears for her life and talks of going abroad. It was an arrogant statement. However poor my family is or however small my house is, I have to love it. I will always aim to make a bungalow with the right means, but you can't feel ashamed of yourself “.

RBI may soon allow interoperability of India Post's payment bank ATMs POSB Bank latest news




NEW DELHI: India Post, the world's largest mail delivery network, is carving out a separate vertical to manage banking services, a move that will help it win RBI nod for interoperability of its ATMs with those of PSU banks.

India Posts, which had last year won a licence to operate a payment bank, has not been able to move much on starting operations.

"We wanted interoperability of the ATMs of Post Offices with other banks. RBI said we can allow it only if Post offices  ..

DoP has 28,000 departmental post offices and 1.50 lakh rural post offices across the country.

The Postal Department is proactively setting up ATMs and micro ATMs in its rural post offices so as to tap its wide network for financial inclusion.

"RBI said this separate vertical of the Postal department is open for banking regulation. The RBI is favourably considering the option to provide interoperability," the official said.

7th pay commission arrears to be paid off in one instalment in cash


In an announcement on Friday, the government said that arrears shall be paid in cash in one installment along with the payment of salary for the month of August, 2016 under 7th Pay Commission.
To expedite disbursement of arrears, the announcement said, its decided that arrear claims may be paid without pre-check of fixation of pay in revised scales of pay. Facilities to disburse arrears without pre-check of fixation of pay won’t be available for govt servants who have relinquished service on account of dismissal, resignation, discharge, retirement etc. after date of implementation of Pay Commission’s recommendations, added the announcement.
This development comes days after the implementation notification of the 7th Pay Commission which was issued on Tuesday, following which the employees will now get the revised pay from their August salaries.
The previous 6th Pay Commission had recommended a 20 per cent hike which the government doubled while implementing it in 2008. After consideration, the government decided to accept the recommendations of the Commission.
The Government has accepted the Commission’s recommendations on Minimum Pay, Fitment Factor, Index of Rationalisation, Pay Matrices and general recommendations on pay without any material alteration with the following exceptions in Defence Pay Matrix in order to maintain parity in pay with Central Armed Police Forces. There shall be two dates for grant of increment namely, 1st January and 1st July of every year, instead of existing date of 1st July; provided that an employee shall be entitled to only one annual increment on either one of these two dates depending on the date of appointment, promotion or grant of financial up-gradation.
The recommendations on Allowances (except Dearness Allowance) will be referred to a Committee comprising Finance Secretary and Secretary (Expenditure) as Chairman and Secretaries of Home Affairs, Defence, Health and Family Welfare, Personnel and Training, Posts and Chairman, Railway Board as Members.
The Committee will submit its report within a period of four months.(with inputs from PTI)

New Delhi: In a bonanza for 4.8 million central government employees, the government on Monday issued notification and resolution for implementation of the 7th Pay Commission, which had given an overall hike 14.29 percent in basic pay.

Union Finance Minister Arun Jaitley said,


“the financial impact of the 7th Pay Commission recommendations is less than that of the 6th Pay Commission.”
1. The government has notified a 2.57-time hike in basic pay

2. The minimum pay of central government employees with effect from January 1, 2016 will now be Rs 18,000 per month, from existing Rs 7,000 per month.

3. The highest level of Cabinet Secretary, the salary would hike up from Rs 90,000 a month to Rs 2.5 lakh

4. The new pay structure has dropped the pay band and grade pay and okayed a new pay matrix.

5. A fitment factor of 2.57 will be applied across all levels in the pay matrices. After taking into account the DA at prevailing rate 125 per cent. 

“With regard to fixation of pay of the employee in the new Pay Matrix as on 1st day of January, 2016, the existing pay (Pay in Pay Band plus Grade Pay) in the pre-revised structure as on 31st day of December, 2015 shall be multiplied by a factor of 2.57,” the notification said''


6. There shall be two dates for grant of annual increment, January 1 and July 1, every year instead of the existing July 1 only. However, the rate of annual increment has been retained at 3%.

7. Central government Employees will be entitled to only one annual increment on either of these two dates depending on the date of appointment, promotion or grant of financial up-gradation.

8. Central government Employees will get no new allowances (except Dearness Allowance) with their new pay structure as the cabinet referred the 7th Pay Commission recommendations relating to allowances to a committee headed by Finance Secretary.

9. Dearness Allowance after coming into force of the revised Pay structure shall undergo change accordingly and will be linked to the average index as on January 1, 2016.

10. The Modified Assured Career Progression (MACP) scheme will continue to be administered at 10, 20 and 30 years of service as before. 


11. The benchmark for performance appraisal for MACP has been enhanced from Good to Very Good.

 12. The annual increments will be withheld in the case of those employees who are not able to meet the benchmark either for MACP or a regular promotion within the first 20 years of their service.

 13. Chiefs of regulatory bodies including SEBI and TRAI will now get a consolidated pay package of Rs 4.5 lakh per month, while their full-time members will get Rs 4 lakh each.

 The Union Finance Minister Arun Jaitley said in in the Rajya Sabha during Budget session, “the financial impact of the 7th Pay Commission recommendations is less than that of the 6th Pay Commission.”

No annual increment for non-performing employees: Government

Central government employees will not get annual increment if their performance is not upto the mark, the Centre has said.

The benchmark for performance appraisal for promotion and financial upgradation has been enhanced to “very good” from “good” level, the Finance Ministry said in an order notifying implementation of Seventh Central Pay Commission’s recommendations.

The Modified Assured Career Progression (MACP) scheme will continue to be administered at 10, 20 and 30 years of service as before, the Ministry said as it “accepted” the pay panel’s recommendations. The recommendation of “withholding of annual increments in the case of those employees who are not able to meet the benchmark either for MACP or a regular promotion within the first 20 years of their service” has been “accepted”, it said.


The pay panel had in its report to the Centre said that there is a widespread perception that increments as well as upward movement in the hierarchy happen as a matter of course.

“The perception is that grant of MACP, although subject to the employee attaining the laid down threshold of performance, is taken for granted. This Commission believes that employees who do not meet the laid down performance criterion should not be allowed to earn future annual increments.


“The Commission is therefore proposing withholding of annual increments in the case of those employees who are not able to meet the benchmark either for MACP or a regular promotion within the first 20 years of their service. This will act as a deterrent for complacent and inefficient employees,” it had said. 



There are about 50 lakh Central government employees.

Changes In Tatkal Booking System and Waitlist System in Indian Railways

Following changes have been made in recent past, in Tatkal scheme & waiting list system in general reservation:- 

(i) With effect from 15.06.2015, timings of booking of Tatkal accommodation in Air-conditioned and non-Air-conditioned classes were staggered to 1000 hours and 1100 hours respectively on the previous day of journey from train originating station. 

(ii) With effect from 25.12.2015, minimum and maximum Tatkal charges were revised. 

(iii) Instructions have been issued to Zonal Railways to fix Tatkal quota upto a maximum of 30% of capacity of coach depending on the utilization of this quota during the last six month period. Instructions have also been issued to review this quota preferably twice a year. 

(iv) With effect from 07.10.2015, the ratio of updation of Tatkal waiting list against cancellation of confirmed general accommodation, which was earlier 1:1, has been revised to 1 (General) : 2 (Tatkal). 

(v) For waiting list limit in general reservation, although no change has been made in current waiting list limit, instructions have been issued to zonal Railways to define adequate waiting list limit so that no inconvenience is caused to the passengers in obtaining waiting list tickets against Pooled quota and remote quota.

            All Central Trade Unions and independent  Federations of  Employees of  different industries and services including Confederation of Central Government Employees and Workers and National Federation of Postal Employees have  decided  to organize One day All India General  Strike on 2nd  September-2016 against the anti-people , anti worker policies and authoritarian  attitude of the N.D.A.  Government on the 12 Points Charter of Demands.

            Being the affiliate of Confederation of Central Government Employees and Workers, We endorse the decisions taken by National Secretariat of Confederation held on 24th July, 2016 at New Delhi. The Confederation Circular No. Conf/Sectt/2016 dated 26th July, 2016 is enclosed herewith for taking necessary action accordingly. The demands of Confederation and NFPE are also added as Part –B of Charter of Demands.

            The Campaign Tour programme of All India Leaders of NFPE is enclosed.

            All are requested to arrange campaign meetings as per programme of Confederation and NFPE. 2016 September 2nd General Strike 12 Point Charter of Demands of Joint Platform of Central Trade Unions submitted to government:
PART – A
      1.     Urgent measures for containing price rise through universalization of public   distribution system and banning speculative trade in commodity market.
      2.     Containing unemployment through concrete measures for employment generation.
      3.     Strict enforcement of all basic labour laws without any exception or exemption and stringent punitive measures for violation of labour laws.
      4.     Universal social security cover for all workers.
      5.     Minimum wage of not less than 18000/- per month with provisions of indexation (for unskilled worker).
      6.     Assured enhanced pension not less than 3000 p.m for the entire working population (including unorganized sector workers).
      7.     Stoppage of disinvestment in Central/state public sector undertakings.
      8.     Stoppage of contractorisation in permanent/perennial work and payment of same wage and benefits for contract workers as that of regular workers for the same and similar work.
      9.     Removal of all ceilings on payment and eligibility of bonus, provident fund and increase in quantum of gratuity.
      10.Compulsory registration of trade unions within a period of 45 days from the date of submitting application and immediate ratification of ILO conventions C-87 & C-98.
      11.No FDI in Railways, Defence and other strategic sectors.
      12.No unilateral amendment to labour laws.

PART – B  :  (CGE & POSTAL DEMANDS)

      1.   Avoid delay in implementing the assurances given by Group of Ministers to NJCA on 30thJune 2016, especially increase in minimum pay a fitment formula. Implement the assurance in a time bound manner.
      2.     Settle issues raised by the NJCA, regarding modifications of the 7th CPC recommendations, submitted to Cabinet Secretary on 10th December 2015.
      3.     Scrap PFRDA Act and New Pension System (NPS) and grant Pension/Family Pension to all Central Government employees under CCS (Pension) Rules 1972.
      4.     No privatization, outsourcing, contractorisation of Government functions.
      5.     (i) Treat Gramin Dak Sevaks as Civil Servants and extend all benefits on pay, pension and allownaces of departmental employees.
(ii) Regularise casual, contract, contingent and daily rated workers and grant equal pay and other benefits.
      6.     Fill up all vacant posts by special recruitment. Lift ban on creation of new posts.
      7.     Remove ceiling on compassionate appointments.
      8.     Extend benefit of Bonus Act amendment 2015 on enhancement of payment ceiling to the Adhoc bonus/PLB of Central Govt. employees with effect from the financial years 2014-15. Ensure payment of revised bonus before Pooja holidays.
      9.     Revive JCM functioning at all levels.
10.   Implement Cadre restructuring in left out categories of Postal Department. i.e RMS,MMS,PA CO, SBCO & Postal Accounts etc..
11.  Settle the problems related CBS, CIS & stop harassment and Trade Union victimization.


1.    All General Secretaries of NFPE will consult with Circle leaders and if any change is required can make suitable change.
2.   Leaders whose names are given should compulsorily attend the meeting.
3.   Circle Secretaries of NFPE should take initiative to arrange the joint meeting.  They should consult each other and finalise the programme and arrange grand meetings..
4.   Maximum publicity should be given to campaign programme and maximum participation of employees should be ensured.
5.   Circle Unions / Divisional Unions should make maximum effort to make the strike a grand success.  Joint campaign programme by Circle / Divisional Union Leaders may be organized in all Circles / Divisions.
